The CAML designer is a tool that helps you build your CAML queries to query SharePoint lists. You can download it from the downloads tab of the BIWUG site. The version downloadable from the site is a click-onnce application, meaning that each time you start the application, it checks online if no newer version exists. If this is inconvenient to you (because f.e. your server is not connected to the internet) and you want to download an off-line version, you can click this link.
CAML designer comes with some new features like code snippets (Server OM, Client OM for .NET, and Web Services) and its fully developed with WPF. Its looking good and useful for SharePoint beginners, please visit Karine Bosch Blog. for more details.
The tool is still in beta and there are still a few glitches. They are working on it and will post new versions of the tool frequently.

I have recently created CAML Query designer based on my own requirements and I am giving that as an utility for free. Hope this will help SharePoint developers in better way.
